Most federal agencies rate their cyber risk profiles as moderate or high, according to the Association of Government Accountants' 2022 report on cybersecurity in government. Agencies struggle to acquire and keep the resources they need for security--they find themselves underfunded for the personnel and technologies they need, and are uncertain about the resources they may have in the future. This makes it difficult to implement and maintain a consistent cybersecurity solution.
Agencies also find crises drive their decisions, and the resulting depletion in resources compromises long-term strategies. Security breaches, pandemics and other emerging situations demand resources, which then impact other aspects of an agency's cyber strategy.
