David Kilgore is a Director for the Child Support Practice with CGI, bringing over 20 years of experience, most recently leading California’s Child Support Program. Under his leadership, the department achieved significant technological and programmatic advancements to improve children's lives. Notably, he spearheaded a full system migration to the cloud and advocated for legislative changes that allow child support payments to be passed directly to families. David has also held various leadership roles at the county level, including Director of the Riverside County DCSS, Chief Deputy Director and Deputy Director for Los Angeles CSSD, and Deputy Director at the San Bernardino County DCSS.
David is actively involved in the National Child Support Enforcement Association (NCSEA). He has made substantial contributions to the field by participating in various committees and frequently presenting at state and county events. His vision for the future of child support focuses on making the program more accessible and user-friendly for parents, ensuring that every child receives reliable financial and emotional support.
