John B. Owens II leads the Federal Solutions Group (FSG) at CGI Federal, a wholly-owned U.S. operating subsidiary of CGI, Inc., which serves CGI’s clients across civilian, defense and intelligence sectors of the U.S. federal government.
As FSG leader and Senior Vice-President, Mr. Owens oversees the entity responsible for product development of all CGI Federal intellectual property (IP) offerings and the continued development of innovative solutions aligned to the federal government’s strategy and designed to enable mission success.
Mr. Owens joined CGI in 2017 as Vice-President for the Solutions Development team within FSG that is responsible for development of CGI Federal’s IP, including Momentum, Sunflower, and Atlas360.
Prior to joining CGI, Mr. Owens was the Chief Information Officer for the U.S. Patent and Trademark Organization (USPTO), where he served from 2008 until 2017. During his tenure, he led the agency’s adoption of innovative methods for software development, including agile and DevOps. These efforts resulted in citizen-centric, user-friendly IT solutions and helped the agency accelerate its reactions to the demands of a rapidly changing technology marketplace. Mr. Owens has a Master of Business Administration in Technology Innovation Management from the University of Phoenix and a Bachelor of Science in Computer Science from Clarkson University.
