Federal acquisition processes have evolved beyond the Federal Acquisition Regulation (FAR), with an agile approach to contracting increasingly necessary. Changing technology, and increasingly fast technology evolution, is driving the need for more flexible, faster procurement options. However, the "waterfall" methodology that agencies typically employ establishes requirements and delivery deadlines up front, rather than supporting the ability to adapt rapidly to changing conditions that Agile enables.
