Biography

Since 2018, Mrs. Bohan has served as the Controller for the Judiciary, overseeing financial operations. She has implemented financial systems, improved financial reporting, and streamlined financial policy. She actively participates in committees shaping the Judiciary's financial direction and ensures courts have the financial information they need. Her focus on customer service is evident in her efforts to create efficient and effective financial procedures for the entire Judiciary.

Mrs. Bohan boasts a 30+ year career in financial management across various sectors including federal (Department of Treasury, USDA, Judiciary), non-profit (Middle East Broadcasting Networks), and private (family-owned Potomac Glass Inc.). Throughout her career, she's held leadership positions like Controller and Deputy CFO, demonstrating a strong track record in financial operations, strategic planning, and risk management.

Biography

Mr. Owen Barwell has more than 35 years experience in both Federal service and the private sector, including in scientific research, non-profit, and professional services. He comes to the NRC from a role as Chief Financial Officer at Independence Hydrogen, Inc., a veteran‑owned company developing low carbon hydrogen recycling projects. Previously, he was CFO for the National Renewable Energy Laboratory, a research and development center operated on behalf of the Department of Energy, where he was responsible for financial, budget, and acquisition functions.

Mr. Barwell’s resume includes stints as Acting CFO and Deputy CFO for DOE, where he was responsible for the department’s strategic plan, budget, finance and accounting, corporate business systems, and led approximately 500 staff and contractors. Earlier in his career, he served as a senior advisor at NASA, helping to implement a major initiative to improve business systems and processes. He also worked as a principal consultant at PwC Consulting, PricewaterhouseCoopers in both London and Washington, D.C. 

A native of Derby in the United Kingdom, Mr. Barwell graduated from Lancaster University with a bachelor’s degree in Economics.

Biography

Jay Hoffman is the Chief Financial Officer (CFO) of the United States Patent and Trademark Office (USPTO). As CFO, Mr. Hoffman is the principal advisor to the USPTO Director in supporting and improving the accounting, budgeting, planning, contracting, and organizational performance systems of the USPTO. His responsibilities include managing the fiscal operations of the USPTO and providing leadership in areas defined by the Chief Financial Officers Act of 1990 and other legislation designed to improve integrity in federal financial management. Mr. Hoffman oversees an annual budget exceeding $4.4 billion.
Mr. Hoffman has more than 27 years of federal financial management experience, including more than 20 years as a member of the Senior Executive Service (SES). He has work experience at two cabinet-level federal agencies and an independent commission where he has led efforts for the U.S. government in support of major national goals including health and safety, energy technology, and economic recovery.
Mr. Hoffman previously served as the CFO for the U.S. Consumer Product Safety Commission (CPSC) for eight years where he was the principal adviser to the CPSC Chairman on all aspects of financial management. Prior to joining the CPSC, Mr. Hoffman served as the Director of Program Analysis and Evaluation at the Department of Energy for six years and was the Department’s first Performance Improvement Officer. He spent seven years at the Department of Treasury serving in a number of roles, including at the United States Mint, where he was the Budget and Planning Director.
Mr. Hoffman is a recipient of the Meritorious Presidential Rank Award given annually by the president to no more than 5% of the federal government’s SES in recognition of “sustained extraordinary accomplishment” throughout their executive tenure.
Mr. Hoffman has a Bachelor of Science in economics from the University of Nebraska and a Master of Public Administration from Indiana University. He is also a former Presidential Management Fellow and has attained a Certified Government Financial Manager certification by the Association of Government Accountants.

Biography

Kerry Laake is the Program Manager of the iFAMS Operations Division, iFAMS Service at the Department of Veterans Affairs, Financial Services Center (FSC) in Austin, Tx. She leads the FSC Business Readiness and iFAMS Product Owner teams that have successfully implemented the iFAMS Solution for FSC and many of its customer agencies. They continue to support the Financial Management Business Transformation (FMBT) program in upcoming implementations of iFAMS and provide operational support to iFAMS end users.

Ms. Laake has 21 years of accounting and project management experience with 6 of those years serving as a Systems Accountant at the Department of Treasury before moving to the VA in 2009. Early in her VA career she served as a systems accountant trainer providing FMS and iFCAP training to VA customers, then became an IT project manager to implement various accounting systems at the FSC and now serves to support the implementation and operations of iFAMS across the VA. She is a US Air Force Reserve veteran, a quilter, a traveler and the proud ‘Nana’ to 6 grandchildren.

Biography

Steve Nulter serves as a Senior Business Analyst and Acquisition Advisor in the Financial Management Quality Service Management Office (FM QSMO), within the U.S. Department of the Treasury’s Bureau of the Fiscal Service. Mr. Nulter joined the FM QSMO effort shortly after Treasury’s pre-designation by the Office of Management and Budget (OMB) in early 2019 and served on the team that developed the 5-year Implementation Plan leading to its formal designation as the QSMO for Core Financial Management in June 2020. In partnership with the General Services Administration (GSA), Mr. Nulter led FM QSMO efforts to establish the government-wide acquisition solution which provides agencies with access to the commercial solutions and services of the FM QSMO Marketplace (including cloud-based core financial systems) and currently oversees the associated functions. Mr. Nulter has over 15 years of federal procurement experience. Prior to joining the FM QSMO, he managed Fiscal Service’s internal bureau procurement operations within Treasury’s Administrative Resource Center (ARC). He has been directly involved in delivering shared services to a variety of agencies, advising on agency financial system modernization efforts, supporting policy initiatives, and leading strategic acquisition initiatives to increase the efficacy of fulfilling common needs.

Biography

Salomeh Ghorbani is the Director of the Outreach and Stakeholder Engagement Division within the Integrated Award Environment (IAE) of the Transformation Technology Services (TTS), under the Federal Acquisition Service (FAS) at the General Services Administration (GSA). She is responsible for the communications, user change management, outreach, and training related to SAM.gov. Ms. Ghorbani engages users early as changes are being designed and developed, and continues the outreach and training to ensure a smooth transition. Ms. Ghorbani's division is also responsible for user acceptance testing of these improvements before code is implemented, and supporting users through the Federal Service Desk. In her career as part of the Outreach and Stakeholder Engagement Division, Ms. Ghorbani has served as a product owner, team lead, and program manager. Ms. Ghorbani has a Bachelors of Science in Information Technology, and a Masters Degree in Project Management in addition to multiple industry certifications for Program Management and IT Security.

Mr. McCoy is a member of the Financial Management Line of Business that produces the Financial Management System Requirements. Biography

Caitlin (Cait) Gehring currently serves as the Assistant Commissioner and Chief Customer Officer at the Department of Treasury’s Bureau of the Fiscal Service (Fiscal Service). Prior to this role, she held the position of Senior Advisor to the Commissioner and Director of FOIA and Exec Sec at Fiscal Service for four years, providing consultation on a range of financial matters including disbursements, collections, debt financing, accounting, and shared services. Before her tenure as Senior Advisor, Cait worked as an attorney-advisor in the Fiscal Service Office of the Chief Counsel from 2015 to 2020, where she was involved in negotiating agreements with financial institutions and supporting savings bond litigation. She also contributed her expertise to Treasury's Office of Financial Innovation and Transformation, assisting in drafting financial system standards and certifying federal shared service providers. Additionally, she played a role in Treasury's Office of Financial Stability, aiding homeowners in avoiding foreclosure. Cait earned her law degree from the American University Washington College of Law and holds a Bachelor's Degree in Political Science and English from the University of Delaware.

Biography

Brian serves as the Division Director of the Policy and Accountability Division within the Office of the Chief Financial Officer’s Office of the Controller. As Division Director, Brian oversees the agency’s financial policy development and program integrity operations, which includes risk and internal control management, payment integrity functions, fraud risk management, and the agency’s audit oversight. Over his 19-year career, all within the EPA and OCFO, Brian has focused on the functional utilization of data and financial systems to support federal financial management. Brian has supported the agency as the functional lead in multiple Momentum upgrades, major OMB/Treasury program implementations like DATA Act and G-Invoicing, and other business process re-engineering projects.
